Preface of DPRK Socialist Constitution Permeated with Pure Loyalty

    The preface of the DPRK Socialist Constitution was added thanks to pure loyalty of Chairman Kim Jong Il to hold President Kim Il Sung in high esteem as the eternal President of the DPRK and the moral obligation of Supreme Leader Kim Jong Un to hold the Chairman in high esteem as the eternal leader of the DPRK.

    One day in August 1998 Chairman Kim Jong Il gave a detailed teaching to an official on issues relating to the 1st Session of the 10th Supreme People’s Assembly. Then the Chairman said that he had read again the contents of the amended and supplemented Socialist Constitution and it was fine.

    The Chairman told the officials that there was no preface in the Constitution adopted in 1972 but the Constitution adopted in 1998 had the preface which specifies immortal exploits of President Kim Il Sung. He continued to say that the Constitution’s character got clearer with the preface. He said that the preface described intensively the immortal leadership exploits and outstanding great man’s trait of the President, the founder and leader of the DPRK and vividly reflected the Korean people’s faith and will to consummate the revolutionary cause of Juche under the Party’s leadership by holding him as the eternal President and add brilliance to the country as the one of the President for ever.

    Having incomparably noble loyalty to the President, the Chairman said one day before the opening of the 1st Session of the 10th Supreme People’s Assembly that the existing Socialist Constitution had no contents related to the President since it had been written and made public under his guidance. He noted that the preface of the Socialist Constitution must clearly stipulate that the Republic is the President’s state that is unthinkable without august name of the President.

    The 1st Session of the 10th DPRK Supreme People’s Assembly was held on September 5, 1998.

    The Session discussed the draft of the amended and supplemented Socialist Constitution and adopted it unanimously.

    It is the Chairman’s biggest achievement that he legalized the Juche-oriented state building idea, immortal revolutionary exploits and great person’s trait of the President and the unshakable faith and will of the Korean people to carry forward the revolutionary cause of Juche to the end and formulated the Constitution as the Kim Il Sung Constitution in combination with august name of the President.

    The Law of DPRK Supreme People’s Assembly, “On Approving the Bill on Amending and Supplementing the DPRK Socialist Constitution” was adopted by unanimous approval of the deputies at the 5th Session of the 12th DPRK Supreme People’s Assembly held in April 2012. It was thanks to noble moral obligation of Supreme Leader Kim Jong Un.

    The 7th Session of the 12th Supreme People’s Assembly held in 2013 amended and supplemented the preface of the Socialist Constitution and adopted Law on the Kumsusan Palace of the Sun. This was an event noteworthy in history of the country.

    The 4th Session of the 13th Supreme People’s Assembly held in June 2016 under the presence of the Supreme Leader manifested in the preface of the Constitution that the DPRK and the Korean people will have President Kim Il Sung and Chairman Kim Jong Il as the eternal leaders of Juche Korea, defend and safeguard ideas and exploits of the President and the Chairman under the leadership of the Workers’ Party of Korea and carry forward the revolutionary cause of Juche to the end.

    The 1st Session of the 14th Supreme People’s Assembly held on April 11, 2019 clarified in the preface of the Constitution that the Republic has become the world’s unique state that successfully solved the fundamental and core task of building a prosperous and independent state as it has President Kim Il Sung and Chairman Kim Jong Il.

    Indeed, it is the only privilege of the Korean people who have the peerlessly great men in high esteem for generations that they have Kim Il Sung-Kim Jong Il Constitution, the political charter of socialism.
