Improving the education work presents as an important task in the current offensive for making a frontal breakthrough as education is the mother of science and the important index to the national strength, the building of an educational power and talented nation is precisely that of an economic giant and a powerful socialist country.
Today when the competition of national strength between countries becomes that of science and technology, that of education and talents backing up the development of science and technology, a country and nation is unable to make development and, in the long run, reduces to a ruined nation if importance is failed to be attached to education and talents.
What is important in improving educational work is, first of all, to steadily improve the structures and teaching programmes of all universities.
Successes can be registered only when educational work is based on the scientific educational system and programmes in line with the developing reality and the world trend.
The educational sector should renew the educational system, improve educational contents and methods and put education on a scientific basis as required by the trend of development of modern education and the pedagogy.
It is also important in improving educational work to improve the contents and narrow the differences in the level of education.
Improving the contents and narrowing the differences in the level of education is of importance in educating all the students in keeping with their preparedness, aptitude and the general features of their age and psychology so as to train them into the talents of building a powerful socialist country, possessed of many-sided knowledge.
It is necessary to make the contents of education practical, comprehensive and up-to-date, bring education closer to scientific research and production, update the educational conditions and environment and promote in a substantial way the work of narrowing the differences in level of education between the central and local areas.
Building up the ranks of teachers in terms of quality is also important in improving educational work.
As a deep-rooted tree produces good fruits, so the education of fine future talents is prosperous as long as there are the teachers possessed of high qualities and noble character.
It is imperative to improve training of teachers in order to reinforce the ranks of teachers.
Teachers in primary and middle schools should be trained in a qualitative way. It is necessary to single out students of middle school graduates, good at their studies and characters, to recommend them to teacher-training colleges and the universities of education. The colleges and universities should admit promising students to train them to be capable kindergarteners and teachers.

Social customs of prioritizing education should be established and all the people should turn out as one to update the educational conditions and environment. State investment in education should be decisively increased and material conditions for education fully provided.
