    It happened in June 1983 when Chairman Kim Jong Il paid an unofficial visit to the People’s Republic of China.

    During his stay, the Chairman was expected to visit local areas in China.

    The general secretary of the Central Committee of the Communist Party of China (CPC) was about to accompany the Chairman. However, the general secretary was busy with his undertakings as it had not been long from his visit to the European countries and the 1st Session of the 6th National People’s Representative Congress was due.

    Being well aware of such circumstances, the Chairman had already asked the officials concerned to inform the Chinese side several times that it would be better for the general secretary not to accompany the visit to the local areas as he would be unable to spare time.

    However, the general secretary replied that he ought to take the Chairman over Qingdao and Nanjing as he had already planned and he would show the Chairman a newly built hotel so as to make him pleasant.

    Even prior to departure, the Chairman said that the general secretary should be busy and he would visit the local areas with other junior cadres.

    But the general secretary replied in a serious tone that he could not do so and would certainly accompany the Chairman.

    The general secretary was bigoted to his opinion.

    The Chairman wore a warm smile to express his thanks to the general secretary for his sincerity.

    Hence the general secretary of the Central Committee of the Communist Party of China accompanied Chairman Kim Jong Il’s visit to local areas, leaving all his undertakings behind.
