Socialist construction is the work which is advanced in a planned manner and highly organized and the difficult and complicated work which is done based on modern science and technology. The socialist construction which is based on high organizational and scientific method inevitably needs detailed administrative work and technical and economic work based on science. So, administration and technical and economic work are important in the socialist construction.
Like other works for revolution and construction, administrative and practical work and technical and economic work can be done successfully by the high revolutionary enthusiasm and creativity of people. It is people who operate machines, develop technology and manage and administer economy. Therefore, administration and technical and economic work can be well done only when they give priority to political work, the work with people to mobilize their ideology.
If they are engrossed in administrative command and technical and economic practice and neglect political work, they can not display the revolutionary zeal of the masses nor fulfill any tasks successfully.
That is why, in the socialist construction they should give priority to political work, the work with people to mobilize their ideology and move them and combine it properly with administration and technical and economic work.
Another principle to be maintained in giving priority to political work is to give importance to political and moral incentives and properly combine them with material ones.
It is of particular importance in organizing and mobilizing the masses successfully in the socialist construction.
In the socialist society people are masters of the state and society and work creatively for the country and the people, the society and the collective while helping and leading each other. It is the essential superiority of socialism to capitalism and one of the important factors for the socialist society to make rapid development. Therefore, it is necessary to give precedence to political and moral incentives to enable the working people to devote to the society and the collective in the socialist society.
Meanwhile, the remnants of old ideological remnants remain in the minds of the people, the productivity does not develop so much as to distribute according to their needs and the difference between the difficult and easy work, between mental and physical labour exist still in the socialist society.
So if they distribute the produced goods on the equalitarian principle, people will try to do easy work instead of hard one. That is why, it is important to make material incentives by distributing as much as their work done in the socialist society.
However, material incentives should not be the main because they are important. It is contrary to the intrinsic character of the socialist society. If they put stress on material incentives only because they are important in the socialist society, egoism will be promoted among the working people and they will be engrossed only in making money. It will bring about the dangerous result of destroying the socialist system and revolutionary gains. Therefore, they should regard it as the principle to give emphasis to political and moral incentives and on its basis combine them with material ones properly in the socialist society.
