Important issue arising in preventing the sea pollution caused by underwater construction is to strictly observe the orders in the construction and take detailed measures for preventing the sea pollution.
Organs, enterprises and organizations in the Democratic People’s Republic of Korea can execute underwater construction after the appraisal of environmental influence by the organ of land and environment protection and should set up and operate the equipment for preventing the sea pollution during their construction.

In case of underwater construction or blasting, necessary measures are taken to prevent effusion of oil or contaminants during the work and it is not allowed to utilize the materials containing radioactive or toxic agents in the construction.
Contingency plans for safety countermeasures for removing the danger capable of effusing oil or contaminants are taken and they should obtain approval of organ of land and environment protection.
As a part of the undertaking for preventing the sea pollution, organs, enterprises and organizations running coastal farms decide the density of culture on a scientific basis and apply the standard amount of feed, fertilizer and medicines so as to prevent the sea pollution.
