The DPRK takes positive measures to prevent sea from pollution by ships.
It sees that relevant organs, enterprises and groups design, build and rebuild ships according to the rules related to the prevention of sea pollution. It also sees that the ships are equipped with such pollution preventing facilities as oil filter and incinerator and such means of decontamination as oil disperser.
It sees that ballast and contaminants are discharged in fixed waters according to the criterion of discharge. It also sees that they take necessary measures to prevent oil or contaminants from outflowing in case of running a marine boring structure and its auxiliary facilities and floating service facilities.
It sees that they prepare documents related to handling, loading and transporting the materials and get approval of marine supervisory organs in case of transporting contaminated materials.
It sees that not only ships but organs, enterprises and groups who own and run ships prepare certificates, documents and records according to the criterion of preventing sea pollution.
It sees that organs, enterprises and groups which build, repair and disassemble ships are equipped with receiving and disposing of facilities so as to prevent sea from being polluted by oil, greaves and wastes in the course of building, repairing and disassembling ships.
It sees that organs, enterprises and groups that are to save or disassemble sunken or stranded ships take measures to prevent contaminants from being spread from them and their cargos according to the order established through consultation with marine supervisory organs.
It sees that relevant ships ply when they finish getting all necessary papers to fill such as financial warranty deed to compensate damages caused by pollution, civil liability deed for damage caused by pollution issued by marine supervisory organs, data of analyzing quality and quantity of oil used as their fuel and sample of the oil.
