Without rapid development of light industry and agriculture people’s living can not be sufficiently solved nor can the people acquire deeply the superiority of the socialist system in practice. Furthermore, it is necessary to decisively increase the production of consumer goods and solve the food problem completely in order to further develop the material life of the people in keeping with the requirement of the turning period when the gate to a thriving socialist country is open.
First of all, utmost efforts should be directed to light industry.
Light industry sector should direct biggest concern to making the already-built modern production bases pay off.
In the last several years for the building of a thriving nation, many light industry factories equipped with the advanced technology were newly built and the technological reconstruction of production process of the already-built factories were completed successfully, thus laying a firm foundation for decisively improving the quality products and increasing production in light industry.
It should run at full capacity the already-built modern factories to produce in larger amount the quality goods which cater to people’s tastes and are welcomed by them.
Raw and other materials necessary in this sector should be satisfied by domestic ones. It is an important requirement for normalizing the production in light industry factories even under the world economic upheavals and making effective use of the resources of the country. All the light industry factories should launch a drive of further developing science and technology to make the local raw and other materials available, thus increasing decisively the proportion of the localization of the raw and other materials which were imported before.
Relentless drive should be made to develop local industry.
Local industry that produces consumer goods by relying on local resources and primarily serves to meet the local demand holds a big share in the production of consumer goods. Hence, it is necessary to develop the local industry in conformity with the local situations and by relying on its own raw materials and resources and, at the same time, gradually reconstruct with the advanced technology all the local industry factories to begin with those which are profitable and prospective.
The joint editorial stressed, next, to decisively increase the agricultural production.
It is a burning issue in building a thriving nation to fully solve the food problem.
It is important to carry through the Party’s policy of agricultural revolution so as to radically increase the per-hectre yield of grain both in lowlands and highlands. It is a basic way for solving food problem in DPRK where the cultivated area is restricted to radically increase the per-hectre yield. Therefore, it is necessary to radically increase the per-hectre yield of grain in all cultivated lands both in lowlands and highlands by thoroughly implementing the policies of seed revolution and double cropping and the principle of right crop on the right soil.
It is also important to positively introduce the ring cycling production system of combining farming and stockbreeding and the organic farming method of the Korean style and take timely measures to satisfy the demand for farming materials and equipment needed to hit the agricultural production target. It is necessary for all farms to actively introduce in conformity with their actual conditions the ring cycling production system of different forms whose superiority and vitality have already been proved in practice and develop and introduce superior organic farming methods of cultivating crops by effectively using natural resources and applying the principle of cooperation and symbiosis of organisms in keeping with the trend of the world agricultural development.
It is also important to enable the modern bases for stockbreeding and poultry farming and large-size fruit and fish farms which occupy an important position in the improvement of people’s living to run at full capacity.
Thanks to the wise leadership of Comrade Kim Jong Il, many modern light industry factories equipped with advanced technology have been built and solid material and technological foundations for agricultural production laid in the DPRK in recent years. It opens broad vista in successfully implementing the economic tasks set forth in 2012 before the sectors of light industry and agriculture.
