The Fifth Plenary Meeting of the Seventh Central Committee of the Workers’ Party of Korea clarified that the inexhaustible strategic assets on which the DPRK people should rely today are science and technology.

Science and technology are the inexhaustible strategic assets on which the DPRK people should rely today as science and technology serve as the major factors in bolstering up the self-development capabilities.
As history and reality shows worship of big powers and dependence on foreign forces is the way to national ruin. Self-development is the only way to maintain the dignity of the Korean people and open up a broad avenue for the building of a powerful socialist country. That there is nothing impossible and there is no insurmountable fortress as long as there is self-development capabilities has been proved more vividly by the astonishing fact in which the creators of the spirit of Kangwon Province have turned the province into the standard-bearer of self-reliance, self-sufficiency in more unfavourable conditions than others in recent years.
The might of self-reliance and self-development is that of science and technology. As Supreme Leader Kim Jong Ｕn taught that a strong spiritual strength to live not by depending on others but on one’s own and the scientific and technological strength working out miracles in any adverse conditions and environment are the core of the self-development. When the scientific and technological strength is increased, the strength of self-development can be bolstered up, thus making a constant leap forward in the socialist economic construction relying on one’s own efforts, technology and resources.

Today the imperialists are making desperate efforts to surrender the Korean people with persistent scientific and technological blockade. Under such condition, the DPRK people’s struggle to accelerate the socialist construction accompanies by an acute scientific and technological confrontation with the hostile forces. Therefore, unless scientific and technological problems arising in the socialist construction are solved on one’s own efforts, one is unable to emerge victorious in the confrontation with the enemy. Only when one develops science and technology, can one solve everything needed by relying on one’s own resources, and outpace the world while developing scientific and technological exchange between foreign countries by relying on one’s own cutting-edge scientific and technological successes.
