    The DPRK’s socialist law which is characterized as the most popular ones is the one for the working masses.

    In the DPRK the socialist law is enacted on the principle of the people-first policy. When a law is to be amended and supplemented as required by the era and developing reality or a new law is to be enacted in the DPRK, it must fully conform to interests of the people.

    That the DPRK’s socialist law is popular one is expressed in the fact that it is the democratic law which substantially guarantees the independent rights of the popular masses.

    The DPRK’s socialist law provides all citizens with the political rights and freedom including the right to elect and be elected, the freedoms of speech, the press, assembly, association and demonstration, and the rights to making complaint and submitting petition irrespective of sex, occupation, property status, education, political view and religious belief. It also provides the working people with such extensive rights and freedoms as the rights to having occupation and being paid according to quantity and quality of work done, the rights to free education and medical care, and the freedom of scientific, literary and artistic activities. It is fully guaranteed by the law that the State takes full responsibility and care of material and cultural life of the people.

    Ordinary people become deputies to the Supreme People’s Assembly, every citizen of the Republic takes part in election, systems of free education and free medical care are invariably enforced at the State expense even in difficult situation of the country, and all people are studying and making mass sports, cultural and artistic activities to their heart’s contents to become cultured persons--this is the reality of the DPRK. The superiority of the DPRK’s socialist law is that it provides the people with solid legal guarantee to all democratic rights and freedom.

    That the DPRK’s socialist law is popular one is expressed also in the fact that it is observed by high degree of the people’s consciousness.

    The Korean people are aware that observing socialist law is to defend their interests and happiness and defend the people-centred socialist system and display fully the law observance spirit. The Korean people protect and run the equipment and machinery in factories even though they had starved to collapse in the period of the Arduous March and devoted their all for the grateful socialist system which raised and took care of them even under the manifold hardships, which is the main feature and beautiful trait of the Korean people. The State and social system in the DPRK is further consolidated and developed into the true people’s system which serves the popular masses and the building of a powerful socialist country is dynamically accelerated under the unified guidance of the State, on the basis of the Korean people’s spirit of observing the law with voluntariness.
