It was one August day in 1999.

Chairman Kim Jong Il looked round a public bath house newly built in the then Mubong Workers’ District, Samjiyon County, Ryanggang Province.

Looking round various parts of the public bath house, Kim Jong Il unexpectedly asked officials what the water temperature was. Being told by an official, Kim Jong Il said that it was not passed. The officials did not know why it was not passed. Kim Jong Il told them the reason by saying that some people may not like sauna and they come to a public bath house not for sauna but simply for having a bath.

His meaningful words tell that everything they plan to do should be for the people and the one welcomed by the people can only be passed.

Later the public bath house provided water whose temperature was just right for the people’s convenience.
