It was when President Kim Il Sung guided a consultative meeting of senior officials of the Administration Council and the economic sector of South Hamgyong Province.

The meeting discussed the building of a synthetic rubber factory. Some said that it was impossible to remove pollution completely with the then technology since rubber should be produced in a chemical method.

Saying that it should not be built unless pollution which will be caused when producing synthetic rubber is removed, Kim Il Sung emphasized that the factory should never be built if it was harmful to the people’s livelihood because of pollution and that pollution must not be compromised in the least.
