The Eighth Congress of the Workers’ Party of Korea and the Second Plenary Meeting of the Eighth Central Committee of the WPK took decisions to construct 50 000 flats in the capital city during the five-year plan period by building 10 000 every year, while pushing ahead with the building of houses on a nationwide scale. Ground-breaking ceremony for a project to build 10 000 flats in Pyongyang was held on March 23, 2021.

At that time, it was not easy for the DPRK to decide to build 10 000 flats every year in Pyongyang. The world public health crisis became worse, the enemy’s anti-DPRK stifling increased as days went by and the disastrous abnormal climate had affected the DPRK ceaselessly. Indeed, it was the worst condition. Furthermore, the DPRK people’s goal for implementing the decisions of the Party Congress was huge and stiff.

Stressing that it is an important state undertaking which can never be neglected even a day to stabilize and improve the living of the people in Pyongyang, the respected Comrade Kim Jong Un said that, in order to decisively solve the housing problem of the people in Pyongyang, it was imperative to push ahead with the housing construction in a big way through the investment of the national efforts and, therefore, the Party planned to build 50 000 modern flats in Pyongyang by 2025 which would mark its 80^th founding anniversary.

This is the reason why the construction of 50 000 flats began in Pyongyang.
