Playing football under the sea?!
It was April many decades ago when Chairman Kim Jong Il visited the construction site of the West Sea Barrage.
The Chairman, who was looking over the construction sites of cofferdam and main barrage, production site of giant main dam and large blocks far over, learnt about the process of the construction from an official.
After thinking for a moment while listening to the explanation about the states of arranging the forces for the project and the construction of the main barrage, cofferdam, spillway dam, lock chamber, the Chairman said there seemed to be a problem in the organization and guidance of the construction, adding that in his opinion there wasn’t a main target in the construction.
The Chairman who was looking at the doubtful officials said he planned to visit the construction site because there was only report on the progress of main barrage building whenever he got the report and that he planned to visit the construction site and it was as he thought and explained them what the main thing was in the construction of the barrage in easy way.

Then the officials for the first time realized what their mistake in the organization and command of the construction was.
If it proceeded in that way the construction of cofferdam which should be finished in advance would be delayed more than others and even if the constructions of the main barrage and cofferdam finished at the same time the construction of the barrage had to take long time as they had to pump out the water in the cofferdam since then and continue the construction of lock chamber and spillway dam.
The Chairman who read the minds of the officials who were in remorse told them to concentrate the force in the main target by reorganizing the construction and finish the cofferdam as scheduled and arrange a big football match unknown to the world—a football match under the sea, laughing a hearty laugh. It was really a brilliant plan and a warm courage.
After his visit the officials rearranged the forces to concentrate the to the main target.
So the mechanized units consisted of several units that were building the main barrage and mighty rolling stocks moved to the construction site of cofferdam, lock chamber and spillway.
On the bulletin boards were posted the date and time of the match as follows.
“The date of the match: 10 a.m. April 15, 1984”
An all-out offensive was launched to finish the cofferdam.
During this intensive offensive the service personnel and constructors displayed the unparalleled bravery and devotion, indomitable combative spirits that the heroic soldiers of Height 1,211 and Height 351 displayed.
So the construction of the cofferdam which the world people thought to take many years was completed in two years and the large amount of water was pumped up at one go.
By the extraordinary organizing ability of the Chairman who devoted himself continuously unfolding rare events unknown in the history for the prosperity of the country and the happiness of the people “the football match playing ground under the sea” was finally arranged in the construction site of the West Sea Barrage.
