Chongsan-ri spirit and Chongsan-ri method are the idea and method of guiding the masses created by President Kim Il Sung and is being inherited successfully by leader Kim Jong Il.
At the vibrant time when the general offensive is being staged to bring about a radical turn in the people’s standard of living by accelerating the development of light industry and agriculture once again, the Korean people greet significantly the 50th anniversary of creation of the Chongsan-ri spirit and Chongsan-ri method.
That the President created the Juche-oriented method of guiding the masses 50 years ago while providing on-the-spot guidance to Chongsan-ri (Chongsan-ri, Kangso District, Nampho City) was a radical event of weighty significance in building the Worker’s Party of Korea and carrying out the cause of socialism.
Thanks to the creation of Chongsan-ri spirit and Chongsan-ri method, the unity and cohesion of the leader, the Party and the masses was firmly consolidated, working system and method of the Party and state economic institutions and working style of the officials were radically improved and great upsurge was brought about in all fields of revolution and construction.
Leader Kim Jong Il said; Chongsan-ri spirit and Chongsan-ri method created by the great leader Comrade Kim Il Sung were the communist mass guidance idea and method that applied the revolutionary mass line of our Party; Chongsan-ri spirit and Chongsan-ri method extensively embody the traditional working method and mass guidance principle of our Party.
The President raised in December 1959 at the plenary meeting of the Party Central Committee the issue of radically improving the working system and method of the Party and the state as required by the new environment in which the socialist system had been established and created Chongsan-ri spirit and Chongsan-ri method in February 1960 while he guided the works of the Party committees of Chongsan ri and Kangso County.
His guidance to the Party committees of Chongsan-ri and Kangso County made for nearly 15 days by the President was a historic event of having created the Juche-oriented idea and method of guiding the mass by emboding the anti-Japanese guerrillas' working method in the new environment of the socialist construction.
They are the most powerful and revolutionary mass guidance idea and method embodying the immortal Juche idea and the revolutionary mass line.
Chongsan-ri spirit is a basic idea consistent in Chongsan-ri method and Chongsan-ri method is the one to embody Chongsan-ri spirit.
The basic requirement of Chongsan-ri spirit is to thoroughly defend the interests of the popular masses, rally the entire people around the Party and convert all the works into that of popular masses themselves. The main of Chongsan-ri method is that superiors help their subordinates, go out to the spot to grasp the actual conditions and find correct ways to solve the problems, give priority to the work with the people and fully mobilize the people’s revolutionary enthusiasm and creativity to carry out their assignment.
Thanks to the creation of Chongsan-ri spirit and Chongsan-ri method, the Juche-oriented method of guiding the masses to ensure the interests and happiness of the people and advance the socialist construction by relying on the inexhaustible strength of the popular masses could be created.
The President took epoch-making steps to generalize Chongsan-ri spirit and Chongsan-ri method and led wisely the efforts to thoroughly embody them in all fields.
Under his energetic guidance, dynamic efforts to generalize Chongsan-ri spirit and Chongsan-ri method in the whole Party and country were made and thus working system in which the central organ helps the province, the province helps the county and the county helps ri and the system that the superior help their subordinate could be established in good order and the fundamental changes were made in the working method and style of the officials.
As a result, the party work was converted into the creative work with the people, the militant function and role of the party organizations were further enhanced, obsolete method and style of work were overcome among the officials of the state and the economic organs and the working style of leading the masses while finding themselves among the subordinates to organize and implement the economic work was established.

He formulated the method created by him as the President’s method of work and saw to it that all the officials followed it.
He set it as an important task of the Party work to rectify the working method and style of the officials, established the system in which the officials help the lower organs and set forth the slogan “Let the whole Party go among the masses!” to embody the anti-Japanese guerrillas' working method in the Party work.
The well-arranged working system in which the whole Party go among the masses, revolutionary working method that gives definite priority to the political work before others was established under the energetic guidance of Kim Jong Il and thus the blood kinship between the Party and the popular masses further strengthened and a new turn made in all fields of the socialist construction such as politics and military, economy and culture.
Under the energetic guidance of Kim Jong Il obsolete working style was eliminated and well-organized working system that officials visit the lower units and help them effectively was established in the Party. Therefore, the Party work could be turned into the work with the people free from the conventional working method and make a new development and thus the WPK could be strengthened and developed as the revolutionary and militant Party leading the revolution and construction by relying on the popular masses.
He saw to it that the officials in the economic organizations work thoroughly with the revolutionary mass viewpoint by relying on the revolutionary mass line of the Party and thus a new change was made in the administrative and economic works to eradicate such obsolete methods and styles as subjectivity, bureaucracy, formalism and expediency and habits of solving all the problems by enlisting the strength of the masses and serving the people dedicatedly were established firmly.
Kim Jong Il unfolded the original Songun politics and put the method of guiding the masses of the WPK on a high level.
He continues his forced march of on-the-spot guidance to the service personnel and people to sit knee to knee with them to find a secret of creating the miracles and give free rein to their spiritual strength. Thanks to the wise guidance of Kim Jong Il, who saw to it that the party organizations and the officials go among the masses and brave the difficulties on the strength of the idea by generalizing the front-line method of political work throughout the whole Party even the difficulties are manifold, the severe “Arduous March” and the forced march were turned into the march of paradise and a brilliant heyday of building a thriving nation could be unfolded.
It is his immortal feat that he put Korea justifiably on the status of invincible politico-ideological and military power and unfolded a brilliant era of prosperity.
