    A civilized power is the country in which the whole society brims over with the noble moral trait and cultural and emotional way of life is established.

    That the whole society brims over with the noble moral trait means that people cement the relations of true unity and harmony of the society and collective and among comrades so that human relations, based on comradely unity and cooperation, love and trust in the whole society, can flourish.

    The question of moral traits is not the one that is simply related with personality and trait of an individual but the important question which is connected with unity and harmony of the collective and unity and cohesion of the revolutionary rank.

    Only when the whole society brims over with the noble moral trait, is it possible to train all members of the society into those with genuine moral traits possessed of absolute trust in and loyalty to their leader, and spirit of devotion and noble spirit of self-sacrifice, that enables to devote for the country and people, noble human love, comradeship and refined manners. It is also possible to treasure, as their lives, the people-centred socialism that glorifies man’s dignity and life and regard it as their moral duty to defend and develop it.

    That the whole society brims over with noble cultural and emotional life means that all the people enjoy at their hearts’ contents the civilized and emotional life suited to man’s intrinsic desire by helping and leading one another firmly rallied around the Party and the leader.

    The cultural and emotional life is an important social life that enables people to have high level of cultural attainments and lead cheerful, beautiful and decent life.

    Personality of people, development level of society, and civilization of country are expressed in cultural and emotional life.

    Man has emotional attitude towards his activity and life and demands to experience sound and rich emotions. Man feels joyful and pleasant when his life itself always brings rich emotions to him and becomes beautiful, and decent, pleasant and cheerful. Man wishes such life to continue. Such demand is the man’s cultural and emotional demand.

    Cultural and emotional life is an indispensible human life. Only when he leads the cultural and emotional life, is it possible for man to have rich feelings and create bright and cheerful atmosphere in the society. Serious person with dry emotions can not have passionate love for others. Such person does not shed tears when he sees others sorrowful nor help them who suffer from misfortunes and pains. If such life continues, unpleasant and inanimate atmosphere will prevail over society.

    Only the person, who leads noble cultural and emotional life, can be called civilized one, and only when the emotional and the cultural life is predominant over society, can the society be bright and beautiful.
