In the DPRK groundbreaking ceremonies for the construction of regional-industry factories are held in 20 cities and counties to implement the Regional Development 20×10 Policy and the construction is pushed ahead on a full scale by the Korean People’s Army. Saying that they cannot observe with folded arms as the implementation aims to improve their livelihood, the local people ceaselessly carry different kinds of aiding materials they prepared with sincerity to the places where soldier-builders work.

However, the soldier-builders decline the people’s all offers by saying that they cannot give any burdens to them and that they only have rights to drinking water and breathing air in the regions.

Complaints and petitions are made continuously by the people to the county Party committees. They make complaints that the soldiers are unreasonable because they refuse the former’s humble favour and earnestly ask the committee officials to make the latter receive the former’s sincerity.

The county Party committee officials always realized every wish of the county people, but this time they feel uneasy as they are unable to deal with such complaints and petitions.
