The scientific research sector should solve on a preferential basis the scientific and technological problems arising in establishing Juche-oriented production lines of the Korean style, ensuring domestic production of raw and other materials and equipment, and perfecting the structure of the self-supporting economy.
It is imperative to establish production and technical process of supplying raw materials and fuel of strategic importance with domestic resources and produce and ensure urgently needed technical means including the cutting-edge equipment with own efforts in keeping with the actual conditions of the DPRK.
It is necessary to raise the level of making the national economy more Juche-oriented in the sector of basic industry on the basis of modern technology, make comprehensive and effective use of domestic resources and actively develop major resources.

It is necessary to build up the ranks of scientific and technical talents, the future of a sci-tech power, and raise their research and development capability to the world advanced level. Factories and enterprises should build up proper scientific and technological development forces. A nationwide dissemination network should be established centring on the Sci-Tech Complex, a great temple of learning for all the people and a multifunctional hub of scientific and technological dissemination. Institutions, enterprises, factories and cooperative farms need to build good sci-tech learning spaces that are connected to the Sci-Tech Complex on-line and ensure their proper operation in order to help the working people raise their level of scientific and technological knowledge and encourage them to make positive contribution to the technological development of their respective units.
Making innovation in economic planning and guidance is another shortcut to developing the self-sufficient economy.
The Cabinet and other economic guidance organs should work out a realistic operational plan to carry out the national economic plan for this year and push forward the work for its implementation responsibly and persistently.
The Cabinet, the economic commanding centre of the country, should be liberated resolutely from expediency, formalism and defeatism, and as the body that has assumed responsibility for economic work before the Party and the people, work out a strategy for developing the national economy and stage-by-stage plans in a down-to-earth way and in accordance with the Party’s lines and policies, organizing economic work to the last detail to implement them and making persistent efforts to carry them through.
It should plan and direct the economic work in such a way as to revitalize the overall economy while concentrating efforts on the main link in the whole chain. In keeping with the requirements of the Cabinet-responsibility system and the Cabinet-centred system, the overall economy of the country should be under the control of the Cabinet and all the economic sectors and units should establish strict discipline and order by which they work in accordance with the Cabinet’s unified planning and direction.
Positive measures should be taken by the state to ensure that the socialist system of responsible business operation proves its worth in factories, enterprises and cooperative organizations.
Factories, enterprises and cooperative organizations should work out reasonable management strategies in keeping with the requirements of this system and conduct business activities on their own initiative and in a creative manner so as to normalize and expand production.
The Korean people will surely build a powerful socialist country where all blessings come true with the shortcut to developing the self-sufficient economy indicated by the respected Supreme Leader Kim Jong Un.
