Human Rights Education and Dissemination System of DPRK

     Education and dissemination system has been established perfectly in the DPRK where the complete human rights, the independent rights are provided to the entire people on the basis of the Juche idea that raised man’s dignity and value up to the highest level.

    The DPRK formulated the education system of theory and law on human rights through regular education network.

    The education in the human rights policy of the Workers’ Party of Korea and the government of the Republic has been given in diverse ways including a specially-organized lecture since the foundation of the Republic. Such education has been given in close combination with the education in the Juche idea, the scientific man-centered ideology and the idea of defending the human rights.

    The education in the law on human rights in Korea was confined to the professional legal education for training specialists. However, in recent years human rights policy, theory and law have been set as essential subjects for education not only in the professional educational bodies related to law but also in primary and middle schools to say nothing of universities and colleges as required by developing reality in which legal conscience has been raised constantly among the working people, youth and students.

    As a result, the DPRK has established well-arranged education system of theory and law on human rights for all curriculums ranging form primary schools to universities.

    Basic knowledge on the Juche-oriented human rights policy, theory and law is educated in primary and middle schools and education in human rights, that further enriched such basic knowledge, and education in international law on human rights is given in universities and colleges.

    Level of education in human rights law in the professional legal educational bodies including the college of law affiliated to Kim Il Sung University has been improved more than before.

    The graduates who gasped deeply through the regular education network the Juche-oriented human rights policy and theory, the domestic law on human rights that embodied the former and the international law on human rights actively join and work in different fields of society, and as a result, human rights are fully ensured in the DPRK.

    The DPRK has also established the dissemination system of knowledge on human rights through public educational facilities and means of propaganda.

    The Grand People’s Study House located at the centre of Pyongyang City and other modern libraries in every province, city and county house lots of domestic and international law originals, books and e-publications that enable the working people, youth and students to raise the level of their legal consciousness and acquire knowledge and common sense of human rights law.

    The books related to human rights are in great demand in the DPRK, and many books and multi-medias related to human rights are published and produced.

    Radios and publications including the Korean Central TV, the Korean Central Radio, “Rodong Sinmun”, “Kulloja” and “Chongnyonsaenghwal” widely introduce and propagate the human rights policy of the WPK and the government of the Republic and the successes achieved in its materialization.

    “Rodong Sinmun” and other publications carry lots of articles on infringement of human rights committed by imperialists in the international arena, in particular, the criminal purpose and reactionary nature of their anti-Republic “human rights” rackets. Interviews and forums related to the above-said facts are held widely through TV and radio.

    The DPRK has also established the well-arranged system to widen the knowledge of law on human rights for law executive workers and officials of public organizations.

    Providing of human rights is mainly related to the attitude and stand of the people concerned toward it and their knowledge level of human rights law.

    If the law executive workers fail to have correct attitude and stand toward the providing of human rights and the level of their knowledge is low, it is impossible to expect success even though the Party and the government of the Republic put forward good human rights policy and law. Therefore, short course, reeducation, seminar, reading-paper session and experience exchange are organized on a regular basis in order to form the rank of law executive workers and public organization workers including judges, prosecutor, public security men with true servants of the people and raise the level of their knowledge of law.

    Such issues as eliminating the abuse of authority and bureaucracy, while possessing of viewpoint and stand of respecting and loving the people, and providing the people with human rights in keeping with laws and regulations are dealt with in the short courses and reeducation.

     The socialist law-abiding education system holds an important position in raising the officials’ and working people’s conscience of the human rights law and making them observe the requirements of the law on human rights.

    The socialist law-abiding education system in Korea is the system in which the socialist law-observance guidance committees and the people’s committees guide the law-abiding education in relevant regions in a unified way and form the law-abiding educational bodies in all organs, enterprises and organizations to organize and give the law-abiding education through law-explainers.

    Main in the law-abiding education is to let the officials and the working people have correct viewpoint and stand toward the socialist law, inform them of the laws and regulations and explain the expressions of violating laws and their harmfulness to them.

    Such human rights education and dissemination system formulated in Korea renders great services to providing thoroughly the people with independent right in all fields of social life including politics, economy, ideology and culture.
