The basic rights of citizens stipulated in the Socialist Constitution of the DPRK have following characteristics distinctive from the rights stipulated in the constitutions of other countries.
First, they are detailed rights which all the citizens should substantially have and exercise in all fields of state and social life.
For example, unlike other countries’ constitutions that define the right to elect, Article 66 of the DPRK Socialist Constitution stipulates in detail that all citizens who have reached the age of 17 have the right to elect and be elected, irrespective of sex, race, occupation, length of residence, property status and education, party affiliation, political views and religious belief, that the citizens serving in the army also have the right to elect and be elected, and that the persons who are deprived of the right to elect by the decision of the court and the psychopaths do not have such right.
Second, they are equally and substantially guaranteed rights to be enjoyed by every citizen of the Republic.
The DPRK Socialist Constitution reflects the independent will and demands of the whole people, and it is the law adopted in conformity with their unanimous will.
Therefore, the basic rights of DPRK citizens stipulated in the Constitution are the ones that are equally given and substantially guaranteed to every citizen of the Republic.
Article 64 of the Socialist Constitution clearly stipulates that the state substantially guarantees genuine democratic rights and liberties as well as material and cultural welfare to all citizens.
Third, they are the rights that are constantly expanding with the consolidation and development of the socialist system.
The basic rights stipulated in the Socialist Constitution of the DPRK continue to expand their scope and content thanks to the government of the Republic that works out consistent policies, provides conditions and takes measures to promote human rights protection.
For example, the right to social security is fully realized by the free medical care system enforced by the DPRK and the hospitals, sanatoria and other medical facilities being built in every part of the country.
The citizen’s right to education is guaranteed on a higher level by the advanced compulsory free education system and other popular policies of education.
