The 4^th Plenary Meeting of the 8^th Central Committee of the Workers’ Party of Korea discussed and decided the matter to consolidate material and technological foundations of the rural economy and increase the state investment in agriculture.

The plenary meeting clarified that it was imperative to adjust and reinforce irrigation system of the country and further complete it so as to ensure safe farming, to sufficiently supply to the countryside various fertilizers and efficient chemicals and send more modern power equipment and electrical machines.

It expounded that it was important to expand areas under cultivation with nationwide efforts concentrated on the campaign to bring more land under cultivation and on tideland reclamation and to completely update the farm machine industry of the country. It took special crucial measure for its realization.

It decided that the state efforts should be put on South Hwanghae Province, the biggest agricultural province in the country, so that the province would take the lead in agricultural production of the country and that it should be made rules and duties to muster strength and means during the cardinal farming period. It also clarified that it was important to regularly supply daily necessities so as to help agricultural workers with their living and encourage their production enthusiasm.
