Telemedicine Service System in the DPRK

     Today in the era of information, the introduction of telemedicine serves as an important criterion evaluating the development of public health in the country.

    The importance and significance of telemedicine service is being increased day by day as it overcomes the limitation in the level of geographical and medical treatment service, provides the people with medical treatment of higher level and offers effective educational circumstance to the health workers while decreasing unnecessary come-and-go as much as it can.

    The fact that the technical consultative meeting of the South Eastern Asian Region of WHO held in the DPRK from July 30 to August 1, 2013 attracts the attention of different countries.

    At the meeting in which the delegates from over 10 countries including India, Bangladesh, Bhutan, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand etc. participated, methodological issues arising in applying telemedicine not only in the collective diagnosis and the operational treatment but also in the field of public health including the improvement of the mass health, prevention and administration of calamities were discussed and the experience of telemedicine gained in Korea.

    The participants to the meeting including Prof. Assif Japar, Chairman of the Pakistan Telemedicine Association who has authority in the field of telemedicine, expressed their unanimous view that the telemedicine service system in Korea is a proud reality that can never be found in any other country in the world but only in the socialist Korea .

    The telemedicine service in Korea has 3 features.

    That are, the telemedicine service has been materialized on the nationwide scale, it serves not the peculiar class or stratum but the entire ordinary working people free of charge and it has been materialized on a high level in the shortest period.

    Telemedicine service system in Korea is being operated well and the contents of the service are being diversified day by day.

    The successful establishment of telemedicine service system in Korea is inconceivable apart from the regular public health system.

    As the rich fruit is inconceivable apart from the deep and strong root and fertile earth so the fact that Korea creates model in the field of telemedicine is not any miracle nor an accident but an inevitable reality which brought about the socialist public health system.

    Telemedicine service could be managed on the nationwide scale in a short span of time as the free medical care system and the infrastructure with the network of curative and preventive organizations covering the whole country firmly support the telemedicine service system.

    The participants who visited the Yonsan County People’s Hospital that introduced the telemedicine service system admired the system.

    “The hospital is as clean as the hospitals in towns and cities though it is the one far from the city. I think it is not easy to introduce telemedicine service system in the hospital in remote mountain region to enable the common workers and peasants to enjoy its benefit. In other countries, it is inconceivable for the ordinary people to receive telemedicine service as it is too expensive.”

    “Though many countries make great efforts for the telemedicine service, they suffer from numerous difficulties as the charge for using communication facilities is expensive and there exist different reasons including the shortage of health workers resulting from the brain drain and the irregular public health system.

    As I felt while looking round the hospital, the successful establishment of telemedicine service system is inconceivable apart from the regular public health system.”

    The socialist public health system in Korea will shine as the best system in the world, for the invariable popular policies of the Party and the state that give top priority to the wellbeing of the people and direct all the benefits to the working people.
