Among the strategic and tactical policies serving as factors of great victory of the Workers’ Party of Korea, the policy of all-people resistance originated in the period of the anti-Japanese armed struggle waged over 80 years ago.

In autumn in 1933, the guerrilla forces in Xiaowangquing were only two companies. However the Japanese imperialists mobilized thousands of military forces equipped with guns and planes.

When the guerrilla zone in Xiaowangquing was faced with a life-and-death crisis, President Kim Il Sung stayed with an old man and had a candid talk with him as regard with the defence of the guerrilla zone.

Listening to Kim Il Sung, the old man told him… If you are short of soldiers, I would become one for you. Everyone should become fighters and fight to the death fight.

Kim Il Sung was filled with the confidence.

The battle for defending the guerrilla zone should not be the fight of guerrilla unit against the enemy but the one of entire army and people in the guerrilla zone against the enemy.

At last, Kim Il Sung found a way out of the difficulty while talking with the old man.

The policy of all-people resistance that guaranteed the great victory in the battle to defend Xiaowangquing, that is, the policy that was further developed into the present policy of arming all the people and fortifying the whole country for perfecting the paramilitary forces’ preparations for war, preparation of all-people resistance, was originated in this way.
