The respected Comrade Kim Jong Un took a favoured measure at the 4th Plenary Meeting of the 8th Party Central Committee to completely release the then cooperative farms from the arrears of state loans as part of important measures to consolidate economic foundations of the rural communities.
Every agricultural worker was moved by this favoured measure. But some people regretted when they heard the news. They were officials and farmers who had already repaid the arrears.
As a result, the money repaid was given back to them thanks to the WPK's measure.
