Once Chairman Kim Jong Il told officials that they should improve Party work methods and manners and turn the Party work into the work with people.

Kim Jong Il said that the basic duty of a Party worker is his work with people and hence there is no more important work than this.

Noting that what is important in work with people is to know their minds, Kim Jong Il explained that no matter how difficult it is to understand people’s minds, Party workers must know the depth of their minds and be able to understand people’s minds, though they may not be able to fathom the depths of water.

Kim Jong Il said that, in order to be familiar with what is in people’s minds, Party workers must trust them and approach them with kindness. Kim Jong Il stressed that bearing full responsibility for people’s fate is a major trait of Party workers.
