On August 3, 1953, only one week after the Fatherland Liberation War ended in victory of the DPRK, Kim Il Sung visited workers of the (then) Kangson Steel Plant.
Saying that he visited them to have a discussion with the workers of the plant while he was preparing for a meeting, Kim Il Sung explained in detail the plan to develop heavy industry preferentially.
The workers told Kim Il Sung, who trusted them and discussed the state affairs with them, that they gave full support to his line.
Kim Il Sung was encouraged by them.
Two days after he returned from the plant, Kim Il Sung convened the Sixth Plenary Meeting of the Party Central Committee and put forward the basic line of socialist economic construction to develop heavy industry preferentially while developing light industry and agriculture simultaneously.
