“The popular masses’ consciousness of independence plays a decisive role in the revolutionary movement. Therefore, in the revolution and construction one must place the main stress on ideology and give priority over all work to the remoulding of ideology, the political work, which is aimed at raising the consciousness and activeness of the masses.”
First of all, priority should be given to ideological remoulding.
This means precedence is given to the undertaking of transforming the people into genuine social beings by transforming their ideological consciousness.
They should be transformed into genuine social beings in order to make the popular masses perform their responsibility and role as masters of socialist society.
It is imperative to arm the popular masses with the independent ideological consciousness and advanced science and technology, and make them attain high level of culture in order to train them to be the genuine social beings, independent and creative beings.
In particular, primary attention should be directed to arming the people with independent ideological consciousness.
The main thing in train the people to be the genuine social beings is the ideological remoulding for eradicating the people’s outdated ideology and arming them with independent ideological consciousness. That is because the ideological consciousness, not the scientific and technical knowledge or cultural attainment, defines man’s value and personality and adjusts and controls his purpose and orientation of activity and their whole processes. Therefore, ideological remoulding that makes the popular masses have consciousness of being the masters of socialist society should be given priority before the work of arming them with advanced scientific and technical knowledge and making them attain high level of culture.
Next, political work should be given priority.
Giving priority to political work is the undertaking to arm the popular masses with the Party’s lines and policies before any thing else and arouse their revolutionary enthusiasm and thus make the masses carry out the revolutionary struggle and construction with high self-consciousness and activeness.
It is a principled requirement for making the popular masses actively turn out in the socialist construction with high self-consciousness of being the masters of socialist society.
Contrary to the capitalist society where the popular masses are oppressed and exploited, it is a law in the socialist society where they are the masters of everything to rely on their political consciousness and revolutionary enthusiasm in advancing the revolution and construction.
Political work is an undertaking that arouses the people’s voluntary enthusiasm and creativeness by stimulating them ideologically. It is the work with the people who have ideological consciousness and, in essence, the work of stimulating the people ideologically. It is impossible to arouse the people in the revolutionary struggle without political work.
No weapon is more powerful in stimulating and arousing the masses than the political work that touches the people’s heartstrings. Success in the revolution and construction hinges on how the work with the people is conducted as they are the masters of the revolution and construction. Working with the people is the first process of all affairs and a key to all problems. It is imperative to intensify the political work to move the masses’ mind and stimulate them ideologically in order to make success in any work.
Hence, the socialist construction can be pushed ahead with dynamically when the political work for stimulating the people ideologically is given priority before the work for arousing them through administrative and organizational work or technical and economic work or material incentives.
