    People’s government is a powerful weapon in building socialism and the ideological, technical and cultural revolutions are the fundamental ways for building socialism. Only when the ideological, technical and cultural revolutions are pushed ahead while strengthening the people’s government, can the ideological and material fortresses of socialism can be occupied successfully by thoroughly implementing the tasks of man-remoulding, nature-harnessing and social transformation.

    In order to build and complete socialism, it is imperative to strengthen the people’s government and enhance its function and role.

    People’s government is a political weapon for the building of socialism. It represents the independence of the popular masses, the masters of the socialist society, and it is a leading force that manages all sectors of socialist life in a coordinated manner. It means that the people’s government is a political organization which represents and defends the independent right and interest of the popular masses and commands and controls all sectors of social life including politics, economy and culture and entire regions of the country and their development in a coordinated manner. Serving the working masses is the basic function of the people’s government.

    People’s government is a representative of the independent right of the working people. The independent right is life and soul of man, a social being, and the popular masses can lead independent and creative life to their hearts content only when they exercise their independent right as the masters of the state and society. Independent right of the popular masses, the masters of the state and society in the socialist society is represented by the people’s government. People’s government consists of genuine representatives of the popular masses. It works out the lines and policies in reflection of the popular masses’ aspiration and desire for independence and thoroughly implements them by relying on their strength.

    People’s government is an organizer of the working masses’ creative ability. The popular masses have inexhaustible creative ability, but such ability is not displayed of its own accord. Creative ability of the popular masses in socialist society is organized and mobilized by the people’s government, the most comprehensive political organization. People’s government exercises control over all affairs of the socialist culture including education and pushes ahead with their development, thus bringing up all members of society into the powerful social beings who are possessed of high creative ability. And it enrolls the popular masses of all walks of life in the inclusive political organizations of the state under the leadership of the Party and exercises unified guidance over their creative activities on a nationwide scale, thus fully displaying the popular masses’ creative ability.

    People’s government is responsible for the livelihood of the people. Independent and creative life of the popular masses is inconceivable apart from the material and cultural life. The people’s material and cultural life in the socialist society is ensured by the people’s government. People’s government shoulders responsibility for and provide with the people’s material and cultural life. People’s material and cultural life is improved systematically and the entire people lead affluent life to their hearts contents thanks to the function and role of the people’s government.

    People’s government is a protector of the working masses’ independent and creative life. Independent and creative life of the popular masses is realized amid the struggle against the hostile and alien elements that encroach and infringe upon the popular masses’ interests. Independent and creative life of the popular masses is protected by the people’s government.

    Strengthening the people’s government and steadily enhancing its function and role is a decisive guarantee for the successful acceleration of the socialist construction.

    People’s government ensures the successful acceleration of man-remoulding and nature-harnessing by vigorously pushing ahead the ideological, technical and cultural revolutions. The ideological, technical and cultural revolutions are organized and made by the people’s government in a unified manner. As a result, man-remoulding to build up the driving force of socialism and the nature-harnessing to lay the material and technical foundations are promoted successfully.

    People’s government enables to reshape, develop and complete the social relations on a socialist line. Representing the independence of the popular masses, the people’s government correctly reflects the popular masses’ will and desire, law of the development of the times and the revolution and reshapes and further develops and completes the social relations in all fields of politics, economy and culture on a socialist line.

    That is why people’s government should be strengthened and its function and role be steadily enhanced in order to complete the socialist construction.

    In order to build and complete socialism, it is also necessary to carry out the ideological, technical and cultural revolutions.

    When we say that the socialist revolution has emerged victorious and the socialist system has been established, this means that the skeleton of a new society, in which the popular masses are the masters, has been set up. In view of the progress of human society, establishment of a socialist system is a historic change. But in view of the process of building socialism and communism, it is just the beginning. Because the socialist society which emerged with the establishment of socialist system is a new society fundamentally distinctive from the exploiter society and, at the same time, it is a transitional society with remnants of the old society. Therefore, it is imperative to continue revolution even after the socialist system and to consolidate and develop the socialist system, thus consummating the cause of socialism.

    Ideological, technical and cultural revolutions are to remove the remnants of old society in the fields of ideology, technology and culture and create the new socialist ones, thus completely realizing the working people’s independence.

    Ideological revolution is, in essence, to bring up all members of society to be revolutionaries of Juche-type by equipping them with ideological consciousness of independence, the socialist idea. It is a man-remoulding work to remove the survivals of the outmoded ideology among the people and firmly equip them with socialist idea.

    The technical revolution is, in essence, to promote the people’s material wellbeing by developing the productive forces and eliminating the distinctions between the labours and free the working people from the difficult and backbreaking labour.

    Cultural revolution is to liberate the people form the fetters of outmoded culture and create a socialist culture which serves the people so that they can lead a socialist cultural life with profound knowledge and high cultural attainments.

    Ideological, technical and cultural revolutions are the fundamental ways for building socialism.

    It is because they are the main contents of the revolution to be carried out after the establishment of the socialist system and the mode of revolution suited to the nature of the socialist system and the will of the masses.

    The three revolutions are the main contents of the revolution to be carried out for the complete realization of the popular masses’ independence after the socialist system.

    Backwardness in ideology, technology and culture, the remnants of exploiter society, is the main factor disturbing the realization of the masses’ independence.

    Therefore, it is imperative to continue the revolutions that change the old into the new in the fields of ideology, technology and culture. Ideological, technical and cultural revolutions are the continuity of the revolution in the socialist society and the highest stage of the revolution to completely realize the popular masses’ independence.

    The three revolutions are the mode of revolution suited to the nature of the socialist system and the will of the popular masses.

    The socialist system is the most advanced social system that puts forward the popular masses as the masters of the state and society and provides them with the independent and creative life. It is also the one where unity and cooperation between the people is the main in social relations. In the socialist society the struggle to remove the remnants of old society is for the popular masses and by the popular masses, the masters of the state and society.

    The popular masses whose intrinsic desire is collectivism demand to link as a socio-political integrity, live and develop helping and leading each other while consolidating the unity and cooperation among them. Only when the ideological, technical and cultural revolutions are carried out, the socialist society can consolidate unity and cohesion of the popular masses and push ahead the socialist construction successfully by fully giving play to the working people’ s revolutionary enthusiasm and creativity. Like this, the three revolutions serve as the fundamental ways as they are the main contents of the revolution to be carried out after the socialist system, and the mode of the revolution suited to the nature of the socialist system and the will of the popular masses.

    The general line for building socialism is the most scientific and revolutionary line that clearly illuminates the road for consummating the cause of socialism and completely realizing the popular masses’ independence.
