Government form is one of the important principled problems in its building. It is because solidity and vitality of a government is decided by how its form is formulated.
President Kim Il Sung set forth the original idea of building the people’s government at the historic Kalun meeting which declared the proclamation of the Juche idea. He said that the government which would be established in our country should be the democratic one defending the interests of the broad popular masses.
After that the President set forth the line of building the people’s revolutionary government in the guerrilla zone at the Xiaoshahe meeting in the middle of May, 1932 by embodying the idea of building the people’s government.
The main content of the line is to build the people’s government which is based on the worker-peasant alliance led by the working class and relies on the united front of the broad popular masses.
At that time only commune and Soviet were known as forms of the working class government.
※ Commune is the first working class government of the world existed in Paris, France from March 8 to May 25, 1871 and Soviet is the government of the working class established in 1917 by the October Socialist Revolution of Russia.
At that time Soviet was recognized as a unique form of government in the international communist movement and it was a precedent to establish Soviet government according to the line laid by the Comintern.
In such situation the presentation of the line was an epoch-making discovery and historical event that illuminated a new form of working class government.
The line was the original one that not only coincided with the new historical environment and the character of the anti-imperialist, anti-feudal democratic revolution in which mass foundation of the revolution was expanded but elucidated the form of political power to defend and realize interests and demands of broad popular masses.
Working class power must be the power that regards broad popular masses that need independence as its socio-political foundation, is based on the worker-peasant alliance and relies on the united front of various sections of popular masses under the leadership of the working class.
This is the general law of building the working class power of our times that proceeds from the revolutionary principle of the Juche idea that popular masses are masters and driving force of revolution and construction.
Thanks to the line on the people’s revolutionary government, the guiding principle to build the new type of people’s power to defend interests of the broad masses that love the country and nation and want liberation of Korea could be provided.
At the meeting to establish the district people’s revolutionary government No. 5, Wangqing which took place in Shaxiping, Gaihe guerrilla zone in March, 1933, President Kim Il Sung emphasized that the people’s revolutionary government is the most popular and democratic one of a new type. He also illuminated the methods to establish, strengthen and develop the people’s revolutionary government in all guerilla zones, and revolutionary and democratic policies that should be implemented by it.

The people’s revolutionary government established by the line of President Kim Il Sung encouraged the anti-Japanese armed struggle of the Korean people and their struggle for power. It became the historical root and model of the Juche-oriented revolutionary government established in Korea after liberation.
